An innovator, a fine politician, passionate about public action, this hard-working man was above all a reformer and builder of all kinds: a pioneer of family policies, the originator of anti-tuberculosis legislation and the creation of sanatoriums, a promoter of preventive medicine for students, he was also responsible for the introduction of summer time in France and the creation of libraries, museums and university institutes.
Committed to the opening of France to foreigners, he was one of the great reformers of French nationality and worked to facilitate the movement of intellectuals in Europe and internationally, being in particular the initiator of the reception of refugee students in France during the First World War and the founding president of the Cité internationale universitaire de Paris, with the support of great international patrons (David-Weill, Guggenheim, Rockefeller, Rothschild, etc. ) for the benefit of a world youth in training at the time (Blixen, Bourguiba, Césaire, Pompidou, Sartre, Senghor, etc.).
A major figure in the reception of Jewish refugees in the 1930s, he abstained from voting for full powers for Marshal Pétain in 1940, opposed the Vichy regime and returned to Parliament at the Liberation. A tireless globetrotter, he travelled the world until he was over seventy, like few parliamentarians of his generation.
